Allow export of quote to order while keeping sample checked out

Right now, RFMS mobile forces you to check in a sample in order to export a quote to an order.

RFMS mobile should sllow the option to export a quote to an order while leaving the sample checked out. This workflow occurs frequently when customers approve a quote and wish to pay for the order remotely (over the phone or via MyFlooringLink).

Samples are frequently returned several days after the order is taken, so they need to be tracked as outstanding samples until they come back in.
